Preparation list is a list of suggestions; it is highly recommended that attending scouts review the requirements. If it doesn't look like it can be done in a basic classroom setting, it probably will not be able to be done at Merit Badge Day. Ability to complete the merit badges is heavily dependent on preparation of attending scouts and pace of the instructor.
